Né dans une famille de musicien, il écrit avec son frère le compositeur Roy Webb des spectacles pour Broadway (The Best Sellers, Revujenation Art's, One of the Family). Il est appelé à Hollywood où il signe à partir de 1914 quelques courts métrages dont la série des Josie interprétée par Josie Sadler. Il passe à la réalisation en 1918 avec des adaptations courtes de pièces de théâtre. Ses films se signalent, bien qu'on décèle leurs origines théâtrales par une ironie mordante, un sens inné du mouvement et la justesse de l'interprétation. Les Marchands de Sensations se joue du monde sans scrupule des affaires. The Fear Market oppose Alice Brady à son escroc de père. Le Jardin du Diable est un drame de la jalousie interprété par Lionel Barrymore. Dans Salvation Nell, Pauline Starke reprend l'héritage criminel de son père. Les Mystères de Paris est adapté du roman d'Eugène Sue avec Lew Cody. Son premier Amour annonce L'Ange Bleu en s'attachant à une danseuse légère incarnée par Mildred Harris. The Beautiful City est un drame populaire qui réunit Richard Barthelmess, Dorothy Gish et William Powell. Il retrouve Barthelmess dans le drame mondain Just Suppose. Incapable de s'adapter au parlant, il retourne à la dramaturgie théâtrale avec Zombie. Il fournit l'argument de La joyeuse Divorcée de Mark Sandrich interprété au théâtre comme au cinéma par Fred Astaire. Pionnier oublié, les œuvres qu'il nous reste de lui témoigne d'un cinéaste élégant et brillant.
Kenneth S. Webb est décédé à Hollywood, le 23 mars 1966.
