Passionné de cinéma depuis l'enfance, fils du réalisateur Albert Band, il produit son premier film à l'âge de 23 ans. Prenant exemple sur Roger Corman, il se spécialise dans le film fantastique, voire gore, avec des budgets minuscules et des décors réduits. Il produit notamment Le Piège de David Schmoeller, Maniac de William Lustig, Troll et Ghoulies de John Buechler et Re-animator de Stuart Gordon. Peu connu en France, il trouve un grand écho auprès du journal Starfix (dirigé par Christophe Gans) qui lui voue un véritable culte. A l'origine des scénarios de ses films, il passe à la réalisation en 1981. Il signe notamment Trancers et Zone Troopers. Artisan d'un cinéma bis confidentiel, dont la vogue ne dura pas, il est vite dépassé par les frères Weinstein, Kevin Williamson et consors. Il s'est orienté ensuite vers la production et la distribution vidéo.
